Option 1: Self-Employed Activity

An applicant intending to perform independent activities for remuneration may potentially qualify as a self-employed person. The purpose of residence can be demonstrated through documentation such as:

For registered self-employed applicants, official guidance requires evidence showing that annual income from self-employment exceeds 24 times the current minimum wage. The applicant must also demonstrate no outstanding taxes or contributions.

Option 2: Chief Executive of a Hungarian Business

There are two primary ways to establish eligibility as a chief executive:

The Guest Self-Employment pathway can also apply to a person who intends to act as a chief executive of a qualifying Hungarian business organisation.

Company ownership alone does not automatically provide Hungarian residence. The applicant must satisfy specific immigration and business requirements.

  • Employment of at least 5 Hungarian or EU/free-movement workers on a full-time basis for at least 6 consecutive months without interruption.
  • Demonstrating that the applicant's residence in Hungary is essential for the operation of the business and that the proposed activity can generate sufficient income.

This alternative route must be supported by a credible and detailed declaration of business activity.

Where the applicant qualifies as a chief executive, the Hungarian company may also need to demonstrate no outstanding tax or contribution liabilities, compliance with employee registration requirements, and the absence of relevant enforcement or liquidation proceedings.

Management vs. Actual Work

There is an important distinction between managing a company (executive management) and performing actual professional work for the company.

Guest Self-Employment can cover qualifying activity as a chief executive. However, if the applicant intends to perform actual work beyond the executive role, another residence category, such as the Hungarian Card or other qualifying employment residence, may be required.

Applicants should select the appropriate immigration structure before obtaining the permit, as switching to Residence for Employment or a Hungarian Card from within Hungary is generally restricted for holders of this permit.

Core Immigration Requirements

Applicants must satisfy standard Hungarian immigration conditions:

  • Financial Resources: Sufficient lawful funds for living expenses, accommodation, healthcare, and return travel (bank statements, savings, business income).
  • Accommodation: Proof of suitable accommodation in Hungary (lease agreement, property ownership).
  • Healthcare: Appropriate healthcare insurance or sufficient financial resources.
  • Valid Passport: Must remain valid for at least 3 months after the expiry of the requested residence period.

Application From Outside Hungary

Applicants who cannot enter Hungary visa-free generally submit their first application through the competent Hungarian Embassy or Consulate in their country of origin or residence.

Application From Within Hungary

Certain visa-exempt third-country nationals who are legally present in Hungary and do not already hold a residence permit may submit a first application from within Hungary through Enter Hungary or the competent Regional Directorate.

Residence & Extension

Key Timelines:

Guest Self-Employment is a temporary residence pathway. Extension is possible only within a total period not exceeding 3 years from the date of first issuance.

To qualify for an extension, the applicant must generally have resided in Hungary with the permit for at least 90 days within any 180-day period.

  • Extension Application: Between 90 and 30 days before expiry.
  • Staying Beyond 3 Years: A new issuance procedure may be required. Qualifying holders can submit a new application in Hungary at least 40 days before expiry.
  • Regular Reporting: Residence holders are subject to a regular reporting obligation to the Hungarian immigration authority via Enter Hungary.

Restrictions & Long-Term Prospects

Family Reunification: During the first year of Guest Self-Employment residence, family members generally cannot obtain Family Reunification Residence based on the primary holder (specific exceptions apply).

Long-Term Residence: A holder of this residence permit may not be granted a National Residence Card on the basis of Guest Self-Employment residence.
