For university studies, the applicant must also demonstrate sufficient resources for return travel to their country of origin or another appropriate destination.

From Abroad

An application can generally be submitted through a Croatian diplomatic mission or consular office.

From Within Croatia

An important exception applies to university students: even a third-country national who would normally require a visa to enter Croatia can potentially submit the application at the competent police administration or police station in Croatia, provided they have proof of enrolment.

This is a specific statutory exception and should not be assumed to apply to every Temporary Residence category.

Under the general Temporary Residence rules, first-time applicants can normally be asked for criminal-record documentation. Specific exemptions can apply to students arriving under qualifying mobility arrangements from another EEA Member State.

Residence Validity

Following the 2026 changes to Croatia's Aliens Act, Temporary Residence for the purpose of studies can now be granted for up to 3 years, subject to the duration of the study programme and the applicable immigration rules.

Up to 3 Years

The actual permit should correspond to the applicant's educational circumstances. A three-year permit should not automatically be promised in every case.

After Approval — Arrival Obligations

  1. 01

    Biometric Residence Permit

    After approval, the student receives a biometric residence permit and generally provides a photograph, fingerprints and signature as part of the issuance procedure.

  2. 02

    Address Registration — 3 Days

    After entering Croatia, the student generally must register their place of stay and residential address within 3 days.

  3. 03

    Consular Applications — 30 Days

    Where the application was submitted through a Croatian diplomatic mission or consular office, the student generally must also report their place of stay to the competent police authority within 30 days after approval or issuance of the Long-Stay Visa. Failure to comply can affect the residence status.

  4. 04

    Health Insurance — 8 Days

    Following approval, the student must generally contact the competent office of the Croatian Health Insurance Fund (HZZO) within 8 days of the residence decision becoming enforceable, in order to regulate healthcare rights.

Working While Studying

One major advantage of Croatian Student Residence is limited labour-market access. Under the current framework, a third-country national holding Temporary Residence for university studies can generally work or be self-employed for up to 25 hours per week without obtaining a separate Stay and Work Permit.

The same 25-hour weekly limit applies to qualifying student work performed under Croatian student-work regulations. Where student practical training forms an integral part of the study programme, separate rules can apply.

The student's principal immigration purpose must remain studies. Student Residence should not be used as an ordinary full-time employment route.

If the student withdraws, stops studying, loses enrolment or completes the programme, their residence basis can change and the immigration position should be reviewed immediately.

Before the existing residence permit expires, a student can potentially apply for another qualifying Croatian residence category.

After Graduation

Croatia provides an important post-study opportunity. After completing qualifying studies, a third-country national can potentially remain in Croatia for 1 year to seek employment or set up a business.

The post-study residence can potentially be renewed once for an additional year, providing up to 2 years of post-study residence subject to the applicable requirements.

Up to 2 Years Post-Study

This should not be presented as automatic. The graduate must apply under the applicable Croatian procedure before the previous immigration status expires.

Student → Business

A qualifying graduate can also potentially use the post-study period to set up a business.

However, Croatian company formation and immigration status are separate legal questions. A separate appropriate residence basis must ultimately be maintained.

EU Student Mobility

Requirements for mobility:

Croatia participates in the European student mobility framework. A third-country national holding valid student residence issued by another EEA Member State can potentially carry out part of their studies in Croatia without obtaining separate Croatian Temporary Residence, where covered by an EU programme, a multilateral programme involving mobility, or an agreement between two or more higher-education institutions.

The qualifying student can potentially study in Croatia for up to 360 days.

  • Hold Valid Student Residence From Another EEA Member State
  • Be Covered by a Qualifying Mobility Arrangement
  • Not Pose a Threat to Public Order, National Security or Public Health
  • Notify the Competent Croatian Police Authority

Where the student is not covered by a qualifying EU/multilateral/inter-university mobility arrangement, Croatian Temporary Residence for studies is generally required.

Student Practice

A third-country national undertaking student practice through qualifying organisations or mobility programmes can benefit from specific rules.

Practice Up to 90 Days

Qualifying practical training can potentially be carried out without obtaining Croatian Temporary Residence for studies.

Practice Over 90 Days

For qualifying student practical training lasting more than 90 days, Temporary Residence for studies is generally required.
