Croatia provides Long-Term Residence for qualifying third-country nationals who have established a sufficiently long period of legal and continuous residence in the country.

For many foreign nationals, the central milestone is 5 years of qualifying legal and uninterrupted residence in Croatia immediately before submitting the application. Long-Term Residence provides significantly stronger residence security than ordinary Temporary Residence.

What Is Croatian Long-Term Residence?

Long-Term Residence is a durable immigration status available to qualifying third-country nationals who satisfy Croatia's statutory residence and integration requirements.

It should be distinguished from Temporary Residence and from Croatian Permanent Stay.

Standard 5-Year Requirement

The applicant must generally have legally and continuously resided in Croatia for 5 years immediately before submitting the Long-Term Residence application.

Not every type of Croatian residence is treated equally. Before giving a client a five-year timeline, the exact residence categories held during those years must be reviewed.

Continuous Residence

During the qualifying five-year period, absences from Croatia are generally permitted where an individual absence does not exceed 6 months and total absences during the five-year period do not exceed 10 months.

Excessive absences can interrupt the qualifying residence period.

Student Residence

Time spent in Croatia on Temporary Residence for university studies is generally counted at 50% toward the Long-Term Residence calculation.

Example: 4 years of qualifying student residence generally contributes 2 years toward the relevant Long-Term Residence calculation.

Excluded Residence Categories

Certain temporary or special residence categories are not counted toward the standard Long-Term Residence period. These can include residence connected with:

  • Service Providers

  • Trainees
  • Intra-Corporate Transferees
  • Certain Other Temporary Work Categories

The client's complete Croatian immigration history should be calculated before any Long-Term Residence eligibility date is promised.

General Conditions

In addition to the qualifying residence period, the applicant generally needs to demonstrate compliance with several statutory requirements.

Financial Resources & Health

Croatian Language & Script

Applicants generally need to demonstrate knowledge of the Croatian language and Latin script.

Certain applicants can be exempt from this requirement under Croatian law based on factors such as age, previous Croatian education, or other statutorily defined circumstances.

Language exemptions should be assessed individually rather than assumed.

Public Order & Security

Long-Term Residence can be refused where the applicant represents a relevant threat to public order or national security.

Application Process

The Long-Term Residence application is generally submitted to the competent Police Administration or Police Station according to the applicant's Croatian residence.

The applicant should ensure that the required 5-year qualifying period has been completed and that continuity requirements have been satisfied before filing.

EU Mobility

Croatian Long-Term Residence provides important mobility opportunities to other participating EU Member States under the EU Long-Term Resident framework.

A Croatian Long-Term Resident who wants to live in another participating Member State for more than three months generally needs to obtain the appropriate residence authorisation from that second Member State for purposes such as employment, self-employment, or studies.

Example: A third-country national with Croatian Long-Term Residence who receives a job in Austria must still complete the applicable Austrian immigration procedure.

EU Long-Term Residence does NOT mean an automatic right to live and work anywhere in the EU.

Comparing Statuses

Long-Term Residence vs. Temporary Residence

Temporary Residence is based on a specific temporary purpose, has limited validity, and requires regular renewals.

Long-Term Residence is a durable status with stronger security and broad labour-market access.

Long-Term Residence vs. Permanent Stay

These are two different Croatian statuses. Long-Term Residence is centered on the EU framework, while Permanent Stay is a separate national status for specific statutory categories.

Long-Term Residence vs. Citizenship

  • Long-Term Residents remain third-country nationals.
  • They do not receive a Croatian passport.
  • They do not automatically receive full EU Free Movement rights.

Loss of Long-Term Residence

Long-Term Residence can be lost in circumstances established by Croatian law, such as certain extended absences from the European Economic Area (EEA) or Croatia.

No. That level of free movement is associated with EU Citizenship, not merely EU Long-Term Resident status.

Does Long-Term Residence give me a Croatian passport?

No.

Does it guarantee Croatian citizenship?
