Croatia Immigration Pathways & Long-Term Strategy

From Your First Croatian Residence Permit to Long-Term Settlement

← Back to Croatia

Croatia provides multiple immigration pathways for international employees, highly qualified professionals, entrepreneurs, remote workers, corporate transferees, researchers, students and families.

The correct residence permit depends not only on how you want to enter Croatia today, but also on your career, business activity, family, EU mobility plans, long-term residence goals, and future citizenship strategy.

CETO Global Immigration Consulting & Partners assists international clients in identifying the appropriate Croatian immigration pathway and coordinates the process together with qualified Croatian legal, immigration, corporate and tax professionals.

Our Croatian Immigration Solutions

1. Stay & Work Permit

For qualifying third-country nationals with employment with a Croatian employer.

Depending on the case, the procedure can involve a Labour Market Test, Croatian Employment Service (HZZ) Opinion, or Statutory Exemptions.

2. EU Blue Card

For highly qualified professionals undertaking qualifying employment.

The EU Blue Card provides advantages for family reunification, EU mobility, and long-term planning.

  • Employment requirements
  • Qualification requirements
  • Salary threshold
  • Contract duration

3. Digital Nomad Residence

For remote workers working for a foreign employer or their own company registered outside Croatia.

Temporary residence can be granted for up to 18 months. It is not intended for ordinary employment with Croatian employers.

4. Intra-Corporate Transfer

For managers, specialists, and trainee employees transferred from a company outside the EU to a related Croatian entity.

ICT is primarily a corporate mobility route rather than a standard permanent-settlement pathway.

5. Student Residence

For international students enrolled in qualifying Croatian higher education.

  • Temporary Residence
  • Limited Employment Rights
  • EU Student Mobility
  • Post-Graduation Residence

6. Researcher Residence

For qualifying researchers with an appropriate hosting agreement with a Croatian research organisation.

  • Research Rights
  • Teaching Rights
  • Family Reunification
  • EU Researcher Mobility
  • Post-Research Opportunities

7. Family Reunification

For qualifying family members of eligible Croatian residents and Croatian citizens.

Eligibility and employment rights depend on the sponsor's exact residence status.

8. Long-Term Residence

For qualifying third-country nationals who have generally accumulated 5 years of residence.

The standard framework generally centres on 5 years of qualifying legal and uninterrupted residence.

9. Permanent Stay

A separate national residence status available to specific statutory categories.

It should not be confused with the general EU-based Long-Term Residence status.

10. Croatian Citizenship

Naturalisation for qualifying applicants who satisfy nationality requirements.

Successful naturalisation provides Croatian nationality, a Croatian passport, and EU citizenship rights.

Immigration Strategies

  1. 01

    Employee Pathway

Job Offer → Stay & Work Permit → Continued Residence → Long-Term Residence → Citizenship.

  2. 02

    Highly Qualified Pathway

Highly Qualified Job Offer → EU Blue Card → Continued Blue Card Residence → Long-Term Residence → Citizenship.

  3. 03

    Student Pathway

    University → Student Residence → Graduation → Post-Study Period → Employment → Settlement.

  4. 04

    Researcher Pathway

Hosting Agreement → Researcher Residence → Completion of Research → Post-Research Employment → Settlement.

Remote Work & Corporate Mobility

Digital Nomad Residence should primarily be viewed as temporary remote-work residence. It should not be marketed as a guaranteed permanent residence or citizenship programme.

ICT is primarily intended for the temporary transfer of key personnel. The maximum duration is limited and should not be marketed as a direct five-year settlement pathway.

Family & Long-Term Strategy

Family relocation should be planned from the beginning. The principal applicant's permit can affect when family can join, which family members qualify, whether a waiting period applies, and future residence rights.

For Long-Term Residence calculations, university-study residence is generally counted only 50%.

Long-Term Residence Framework

5 Years of Qualifying Residence

The standard framework generally centres on 5 years of qualifying legal and uninterrupted residence.

Individual absences generally must not exceed 6 consecutive months, and total absences must not exceed 10 months during the five-year period.

CETO calculates the client's residence history before giving a projected Long-Term Residence date.

Long-Term Residence vs. Permanent Stay

These are separate statuses. Long-Term Residence is based on the EU framework, while Permanent Stay is a national status for specific statutory categories.

Do not market '5 years in Croatia = Permanent Stay' as this can be legally misleading.

Naturalisation & Citizenship

The Path to EU Citizenship

Croatian citizenship is a separate procedure requiring more than just the five-year residence milestone. The ordinary pathway generally requires 8 years of continuous registered residence.

  • Croatian Language & Latin Script
  • Culture & Social Structure Knowledge
  • Respect for Legal Order
  • Settlement of Public Obligations
  • Security Requirements
  • Citizenship / Release Requirements

Special Citizenship Pathways

Simplified rules can apply to spouses of Croatian citizens, emigrants, descendants of emigrants, persons affiliated with the Croatian nation, and former citizens.

Important Considerations

Croatia does not offer a general Citizenship-by-Investment programme.

Purchasing real estate does not automatically provide employment rights, permanent residence, or citizenship.

Registering or owning a Croatian company does not automatically grant residence; a legal immigration basis must still be established.

Croatia & Schengen

Regional Mobility

As part of the Schengen Area, a Croatian residence permit facilitates short-term travel throughout the area. However, it does not provide EU-wide employment rights.

Example: A Croatian resident can visit Austria for short stays but cannot work there without a separate Austrian permit.

Croatian Long-Term Residence can provide certain mobility opportunities to another participating EU Member State, but local requirements still apply.
