Self-Employment / Freelance Residence – Bulgaria

Residence for Freelancers & Self-Employed Professionals

← Back to Bulgaria

Bulgaria provides a dedicated immigration pathway for qualifying third-country nationals who intend to carry out genuine self-employed or freelance professional activity in the country.

The pathway generally involves three main stages: a Self-Employment Permit, a Long-Stay Visa – Type D, and a Bulgarian Residence Permit.

CETO Global Immigration Consulting & Partners assists international freelancers and independent professionals in assessing eligibility, preparing business and professional documentation and coordinating the Bulgarian immigration process together with qualified local professionals.

What Is Self-Employment Residence?

This pathway can potentially be relevant for:

This pathway is designed for third-country nationals who intend to conduct independent professional activity in Bulgaria rather than work as an employee for a Bulgarian employer.

  • Freelancers
  • Independent Consultants
  • Independent Professionals
  • Certain Creative Professionals
  • Technical Specialists
  • Professional Service Providers
  • Other Qualifying Self-Employed Individuals

Important

Self-employment should not be confused with Ordinary Employment, Company Ownership, EU Blue Card, or the Single Residence & Work Permit.

Each pathway has separate requirements.

Self-Employment Permit

The first major step is obtaining a Self-Employment Permit from the Bulgarian Employment Agency.

This permit is issued on the basis of an individual assessment of the proposed professional activity.

Activity Plan

The plan is assessed with regard to the expected:

The applicant must generally submit a detailed plan of the proposed activity.

  • Economic Impact
  • Social Impact
  • Nature of the Professional Activity
  • Applicant's Qualifications
  • Financial Capacity
  • Practical Viability

Professional Experience

The applicant must currently demonstrate at least 2 years of professional experience in the relevant activity.

Professional Qualifications

The applicant must provide documentation concerning:

Documentation must be relevant to the proposed self-employed activity.

  • Education
  • Qualifications
  • Professional Skills
  • Professional Experience

Bulgarian Language

Under the current official requirements, the applicant must provide evidence of Bulgarian-language knowledge at B1 level.

This is a significant eligibility requirement. Self-employment should therefore not be marketed as a simple company-registration or freelancer visa requiring no local-language knowledge.

Financial Resources

The applicant must demonstrate sufficient financial resources to:

  • Conduct the Professional Activity
  • Support the Planned Operations
  • Satisfy the Applicable Immigration Requirements

Business / Activity Plan

The plan should explain matters such as:

  • Services to Be Provided
  • Target Clients
  • Expected Revenue
  • Operating Costs
  • Market Position
  • Professional Background
  • Economic Contribution
  • Implementation Timeline

Employment Agency

The Bulgarian Employment Agency is responsible for issuing the Self-Employment Permit.

Permit Validity, Renewal & Return Requirement

The Self-Employment Permit is generally valid for up to 1 year.

The permit can potentially be renewed. Under the current framework, renewals can continue for a maximum overall period of up to 3 years.

After the maximum three-year period, the current official framework requires the applicant to return to their home country for 1 month before applying again for a new Self-Employment Permit through the applicable procedure.

This is a specific feature of the current Bulgarian self-employment framework and should be taken into account when designing a long-term strategy.

Visa Type D

After obtaining the Self-Employment Permit, the applicant generally applies for a Long-Stay Visa – Type D at the competent Bulgarian embassy or consulate.

Entry Into Bulgaria

Once the appropriate visa has been issued, the applicant can enter Bulgaria and proceed with the residence stage.

Residence Permit

After entering Bulgaria, the applicant must obtain the appropriate residence permit from the Bulgarian Migration Directorate.

Residence Validity & Renewal Deadline

The residence permit is aligned with the validity of the Self-Employment Permit.

The applicant must generally apply to renew the residence permit no later than 14 days before the existing permit expires.

If the underlying Self-Employment Permit expires, the corresponding residence status can also become invalid.

Address Registration

After arrival, the applicant must generally notify the competent authorities of their Bulgarian residential address within 5 days.

Documentation

Depending on the case, documentation can include:

  • Valid Passport
  • Self-Employment Permit
  • Detailed Activity Plan
  • Education Documents
  • Qualification Documents
  • Evidence of 2 Years Professional Experience
  • B1 Bulgarian Language Certificate
  • Financial Evidence
  • Visa D
  • Accommodation Evidence
  • Health Insurance
  • Criminal Record Documentation
  • Other Required Supporting Documents

Foreign Documents

Documents issued abroad may require Apostille, Legalisation, or Official Bulgarian Translation, depending on the country of issue and applicable legal framework.

Self-Employment vs. Other Pathways

Self-Employment vs. Company Ownership

Self-Employment is based on the individual carrying out qualifying independent professional activity.

Company Ownership means holding shares or ownership in a Bulgarian company. Owning a company alone does not automatically qualify the individual for Self-Employment Residence.

Self-Employment vs. Single Permit

Under Self-Employment, the person works independently.

Under the Single Residence & Work Permit, the person works as an employee for a qualifying Bulgarian employer.

Self-Employment vs. EU Blue Card

The EU Blue Card is designed for highly qualified employment. It is not intended for ordinary freelance or independent professional activity.
