What Is the EU Blue Card?

The EU Blue Card is a residence and work permit designed specifically for highly qualified employment.

It allows a qualifying third-country national to:

High Qualification Requirement

The applicant must possess the professional competence required for the position.

Under the standard Bulgarian qualification framework, this generally means higher education confirmed by a Diploma, Certificate or Other Recognised Qualification Document, following studies lasting at least 3 years at an institution recognised as a higher-education establishment.

A high salary alone is not sufficient. The applicant must also satisfy the qualification requirements for the proposed highly qualified position.

Regulated Professions

Where the profession is regulated in Bulgaria, the applicant must also satisfy the applicable Professional Recognition, Registration, Licensing and Qualification requirements.

Employment Contract

The applicant must have a valid employment contract or qualifying binding employment offer for highly qualified employment.

The required employment duration is at least 6 months.

Salary Requirement

The salary requirement is one of the most important Blue Card conditions.

The gross remuneration specified in the employment contract must be at least 1.5 times the average gross salary in Bulgaria, based on the latest available official data for the 12 months preceding conclusion of the employment contract.

CETO should not advertise one permanent BGN salary figure. The threshold changes when Bulgaria's official average wage changes. The exact threshold should therefore be recalculated immediately before the employment contract is signed and the application is filed.

No Labour Market Test

One significant advantage of the Bulgarian EU Blue Card is that no labour market test is required for issuance of the Blue Card.

This distinguishes it from certain other employment immigration procedures.

This does not remove the remaining Qualification, Salary, Employer, Immigration and Public-Policy requirements.

Bulgarian Employer

The applicant must have qualifying highly skilled employment with an employer in Bulgaria.

The employer participates in the application procedure and provides the required employment documentation.

    The Bulgarian EU Blue Card application is submitted and reviewed.

    Long-Stay Visa Type D Where Required

    Where applicable, the applicant obtains Visa Type D through the competent Bulgarian diplomatic mission before entering Bulgaria for long-term residence.

Visa Type D

Where applicable, the applicant must obtain Visa Type D through the competent Bulgarian diplomatic mission before entering Bulgaria for long-term residence.

Criminal Record

Appropriate criminal-record documentation can be required from the Country of Citizenship, Country of Origin or Country of Habitual Residence, depending on the circumstances.

Health Insurance

The applicant must demonstrate appropriate health insurance or evidence that qualifying health insurance has been applied for.

Accommodation

The applicant must have available housing in Bulgaria and may be required to provide the applicable address or accommodation documentation.

Blue Card Validity

Under the current Bulgarian EU Blue Card framework, the standard permit can be issued for up to 5 years, with the standard duration generally being at least 24 months.

Shorter Employment Contract

If the employment contract is shorter than 24 months, the Blue Card can generally be issued for the duration of the employment contract plus 3 months, up to a maximum of 24 months.

Renewal

The Blue Card can potentially be renewed where the qualifying conditions continue to be satisfied.

Processing Time

The official maximum processing period is generally no more than 3 months.

This is a statutory maximum and not a guaranteed approval period. Incomplete documentation or individual procedural issues can affect the real processing time.

Government Fee

The official EU information currently lists the initial Blue Card fee charged by the Migration Directorate at BGN 110.

Current government fees should always be verified immediately before filing.

Employment Rights

The EU Blue Card authorises the holder to perform highly qualified employment in Bulgaria under the conditions of the approved immigration status.

Change of Employer

Employment changes during Blue Card residence can be subject to Notification Requirements, Immigration Approval and Labour-Market Requirements, depending on the timing and circumstances.

The Blue Card holder should therefore check immigration requirements before changing employer.

A Blue Card should not be treated as unrestricted permission to perform any job with any employer without immigration formalities.

Blue Card Compared to Other Pathways

EU Blue Card vs. Single Residence & Work Permit

These are separate pathways.

The EU Blue Card is designed for highly qualified employment and requires High Qualification, Salary Threshold and Qualifying Employment.

The Single Residence & Work Permit is designed for qualifying employment more broadly.

Blue Card vs. Self-Employment

The EU Blue Card is an employment-based status.

It is not intended for Freelancers, Independent Entrepreneurs or Self-Employed Business Owners solely on the basis of their own business activity.

Blue Card vs. ICT

ICT is designed for temporary intra-corporate transfers of qualifying Managers, Specialists and Trainees.

The EU Blue Card is instead based on highly qualified employment in Bulgaria.

Family Reunification

One major advantage of the Blue Card is family mobility.

Qualifying family members can potentially obtain Bulgarian residence through the applicable Family Reunification framework.

Family Employment

Family members' employment rights depend on their specific Bulgarian residence status and the applicable labour-migration rules.

Their rights should therefore be checked separately.

EU Blue Card Mobility

The EU Blue Card framework also provides mobility rights between participating EU Member States.

A qualifying Blue Card holder can potentially relocate to another participating Member State under the applicable EU Blue Card Mobility rules.

EU Blue Card Mobility does NOT mean unrestricted EU employment. The destination country still applies its own Blue Card procedure and legal requirements.

Bulgaria also provides specific procedures for qualifying holders of an EU Blue Card issued by another EU Member State.

Current Bulgarian Ministry of Interior services expressly include residence procedures for holders of EU Blue Cards issued by another EU Member State and qualifying family members.

Long-Term Residence

EU Blue Card residence can become particularly important for future EU Long-Term Resident status.

Under the applicable EU framework, qualifying Blue Card residence periods across participating EU Member States can potentially be relevant to the long-term residence calculation.

Residence periods, mobility periods and absences must be calculated under the specific rules applicable at the time of the future Long-Term Residence application.

Can Blue Card residence lead to long-term residence?

The Bulgarian EU Blue Card is intended for qualifying highly qualified employment. The employment contract or binding offer must satisfy the applicable minimum-duration requirement.

The applicant must satisfy professional qualification requirements and, where applicable, regulated-profession requirements.

The gross salary must satisfy the current Bulgarian threshold, which is based on at least 1.5 times the applicable average gross salary. Because the salary threshold changes with official wage data, a fixed historic BGN figure should not be relied upon.

No labour market test is currently required for the Bulgarian EU Blue Card. The Blue Card can currently be issued for up to five years, subject to the duration of the employment contract.

EU Blue Card status does not provide unrestricted employment rights throughout the European Union. Long-Term Residence and Bulgarian citizenship are separate procedures.
