Bulgarian citizenship represents the final stage of the immigration journey for qualifying foreign nationals who satisfy the statutory requirements for naturalisation.

A successful applicant becomes a Bulgarian citizen and therefore also a citizen of the European Union.

Bulgarian citizenship provides substantially broader rights than any temporary, long-term or permanent residence permit.

What Is Bulgarian Naturalisation?

Naturalisation is the legal process through which a foreign national can acquire Bulgarian citizenship after satisfying the requirements established by the Bulgarian Citizenship Act.

Bulgarian citizenship is not automatic. Holding Temporary Residence, EU Long-Term Residence, Permanent Residence, Employment Residence, Investment Residence or Business Residence does not by itself automatically make the person a Bulgarian citizen.

Standard Naturalisation Pathway

Under the general naturalisation framework, the applicant must satisfy several statutory requirements

  • Adult age: the applicant must generally be at least 18 years old.
  • Permanent or long-term residence: the applicant must have obtained Permanent Residence or Long-Term Residence in Bulgaria for the required statutory period before submitting the citizenship application.
  • Standard 5-year rule: under the ordinary naturalisation route, the applicant must generally have held Permanent or Long-Term Residence for at least 5 years before applying.
  • Criminal record: the applicant must not have been convicted of an intentional criminal offence of a general nature by a Bulgarian court, unless rehabilitated, and must also not be subject to criminal proceedings for such an offence, subject to the applicable legal rules.
  • Income/occupation: the applicant must generally have income or an occupation that allows them to support themselves in Bulgaria.
  • Bulgarian language: the applicant must generally demonstrate knowledge of the Bulgarian language, satisfied according to the procedure established by Bulgarian law.
  • Previous citizenship: under the ordinary naturalisation framework, applicants can in some cases be required to release/renounce their previous citizenship before acquiring Bulgarian nationality.

This 5-year requirement is different from 5 years of temporary residence.

Typical Route to Naturalisation

    The applicant obtains an initial Bulgarian residence status.

    The applicant builds a qualifying residence history in Bulgaria.

    The applicant may then apply for Bulgarian citizenship, subject to the other statutory conditions.

Exceptions to the Release-of-Previous-Citizenship Requirement

There are significant statutory exceptions. For example, Bulgarian law does not require release from previous citizenship for certain categories including:

  • Spouses of Bulgarian citizens
  • Citizens of EU Member States
  • Citizens of EEA States
  • Swiss citizens
  • Nationals covered by applicable reciprocity treaties

Whether a client can retain their original nationality must also be checked under the law of their current country of citizenship. Bulgarian law allowing dual nationality in a particular case does not guarantee that the other country permits it.

Shorter Naturalisation Pathways

Bulgarian law provides certain categories where the residence period can be shorter than the ordinary five-year Permanent / Long-Term Residence requirement.

Spouse of a Bulgarian Citizen

Marriage to a Bulgarian citizen does NOT automatically provide citizenship.

A foreign national can potentially qualify under a reduced residence period where they have held Permanent or Long-Term Residence for at least 3 years and have been legally married to a Bulgarian citizen for at least 3 years, and the marriage continues at the time of application.

Born in Bulgaria

Certain persons born in Bulgaria can also benefit from the reduced naturalisation framework where the remaining statutory conditions are satisfied.

Permanent / Long-Term Residence Obtained as a Minor

A person who obtained Permanent or Long-Term Residence before reaching adulthood can also fall within the reduced three-year framework where the statutory conditions are satisfied.

Persons of Bulgarian Origin

Separate and more favourable citizenship rules can apply to persons of Bulgarian origin. These cases should be assessed separately from ordinary residence-based naturalisation.

Special Merit / National Interest

Bulgarian law also provides special citizenship procedures in exceptional circumstances involving significant contribution or national interest. These are not ordinary commercial immigration pathways and should not be marketed as guaranteed citizenship products.

No Current Citizenship-by-Investment Programme

This point must be completely clear. Bulgaria's former provisions for accelerated citizenship based on investment were repealed in 2022.

Therefore, investment and potential residence does NOT equal fast-track Bulgarian citizenship.

An investor who receives Bulgarian Permanent Residence can potentially pursue citizenship later only if they independently satisfy the citizenship requirements applicable to their case.

Do not market a "Bulgarian golden passport" as a currently available programme.

Family residence can also form part of a long-term naturalisation pathway. However, Family Reunification itself does not automatically provide citizenship.

Czech-Style "5 Years = Passport"?

No. For Bulgaria, CETO should never advertise that 5 years in Bulgaria equals citizenship.

The standard citizenship rules are based on holding Permanent or Long-Term Residence for the applicable statutory period and satisfying the additional naturalisation requirements.

Bulgarian Passport and EU Citizenship

Once Bulgarian citizenship is successfully acquired, the person can apply for a Bulgarian passport.

Bulgarian citizens are also EU citizens.

  • Exercise EU free-movement rights

A Bulgarian residence permit does not provide unrestricted rights to work throughout the EU. Bulgarian citizenship creates EU citizenship and a fundamentally different legal position.

Example – Austria

A Bulgarian Permanent Resident who is still a third-country national cannot simply assume unrestricted employment rights in Austria.

A person who later becomes a Bulgarian citizen is an EU citizen and can exercise EU free-movement rights subject to applicable registration requirements.

Common Questions

Do I get citizenship after 5 years in Bulgaria?

Not simply because you have physically lived in Bulgaria for five years. Under the ordinary route, the relevant citizenship requirement generally involves at least five years of Permanent or Long-Term Resident status, together with the other statutory conditions.

Do I need Permanent Residence first?

The standard naturalisation pathway requires qualifying Permanent or Long-Term Residence for the statutory period.

Do I need to speak Bulgarian?

Generally yes. Applicants must demonstrate Bulgarian-language knowledge under the applicable procedure unless a statutory exception applies.

Do I need income?

The ordinary naturalisation requirements generally include having income or an occupation sufficient to support yourself.

Do I need a clean criminal record?

Yes. Criminal-history requirements form part of the naturalisation assessment.

Do I have to give up my existing citizenship?

It depends. The ordinary framework contains a release requirement, but several important categories are exempt. The law of the applicant's current country of citizenship must also be reviewed.

Does marriage to a Bulgarian give me citizenship?

No. Marriage alone does not grant Bulgarian citizenship. However, qualifying spouses can potentially benefit from a shorter residence-status requirement.

How long must I be married?

For the reduced spouse route, the applicant generally must have been legally married to the Bulgarian citizen for at least 3 years and have held qualifying Permanent or Long-Term Residence for at least 3 years.

Can I buy Bulgarian citizenship?

No. The former investment citizenship provisions were repealed in 2022.

Does investment Permanent Residence guarantee citizenship?

No. Residence and citizenship are separate legal processes.

Can my children become Bulgarian?

Children can have separate citizenship rights depending on parents' citizenship, place and circumstances of birth, adoption, family situation, and applicable Bulgarian citizenship rules.

Bulgarian citizenship represents a fundamentally different legal status from residence. For qualifying applicants, it provides Bulgarian nationality, a Bulgarian passport, EU citizenship, EU free movement, and long-term legal security.
