Bulgaria provides a dedicated residence pathway for qualifying third-country nationals who intend to conduct scientific research in the country.

A researcher can qualify where they have concluded an appropriate agreement with a research organisation established in Bulgaria for the development of a research project.

Unlike ordinary employment immigration, a qualifying researcher does not require a separate Bulgarian work permit for the research activity.

What Is Researcher Residence?

Researcher Residence is a dedicated immigration pathway for third-country nationals admitted to Bulgaria for scientific research.

The applicant must have an appropriate research arrangement with a research organisation established in Bulgaria.

Core Requirement

The central requirement is a signed hosting agreement / research agreement for the development of a research project with a research organisation established in Bulgaria.

No Separate Work Permit

A major advantage of this pathway is that no separate work permit is required for the qualifying research activity.

This exemption applies to the authorised research activity. The researcher should not assume that the residence permit provides unrestricted access to unrelated employment in Bulgaria.

Research Organisation

The applicant must have an appropriate agreement with a research organisation based in Bulgaria.

Research Project

The residence basis must relate to a genuine research project. The agreement should establish the research activity that the applicant will carry out in Bulgaria.

Visa Type D

After concluding the appropriate research agreement, the applicant generally obtains a long-stay Visa – Type D where a visa is required.

Visa Application

The Type D visa is generally obtained through the competent Bulgarian embassy or consulate before long-term residence in Bulgaria.

Residence Permit

After entering Bulgaria with the appropriate visa where required, the researcher must obtain a Bulgarian residence permit from the competent Migration Directorate.

Financial Resources

The researcher must demonstrate stable, regular and sufficient financial resources without relying on Bulgaria's social assistance system.

The applicable minimum is linked to Bulgarian statutory financial benchmarks and should be verified before filing.

Accommodation

The applicant must provide evidence of accommodation in Bulgaria.

Health Insurance

The researcher must satisfy the applicable Bulgarian health insurance requirements.

Criminal Record

A criminal record certificate can be required from the applicant's country of origin or country of usual residence.

Qualifications

Where relevant to the research position, documentation concerning education, professional qualifications and professional experience can be required.

Permit Validity

The Bulgarian Researcher Residence Permit is generally aligned with the duration of the research agreement.

Under the current Bulgarian information, the permit is generally issued for up to 1 year, with the possibility of renewal.

The permit duration should be checked against the applicant's specific research agreement and current Bulgarian rules before filing.

Address Registration

After arrival, the researcher must generally notify the competent Bulgarian authorities of their residential address within 5 days.

Change of Research Organisation

A researcher cannot simply change research organisation or hosting agreement and continue automatically under the existing permit. A new application is required.

Employment Outside Research

The researcher is not automatically entitled to undertake unrelated ordinary employment in Bulgaria on the basis of the Researcher Residence Permit.

Researcher Residence is designed specifically for scientific research under an appropriate agreement with a research organisation.

The EU Blue Card is designed for highly qualified employment satisfying separate qualification and salary requirements.

Researcher Residence vs. Single Permit

Researcher Residence is a dedicated research pathway without a separate work permit for the authorised research activity.

The Single Residence & Work Permit is a general combined residence and employment pathway for qualifying Bulgarian employment.

Family Members

Qualifying family members of researchers can potentially obtain Bulgarian residence under the applicable family rules.

The validity of qualifying family residence can be linked to the researcher's residence period.

EU Researcher Mobility

The European researcher framework provides important mobility opportunities.

A researcher already legally admitted for research in another participating EU Member State can potentially conduct part of their research in Bulgaria.

Short-Term and Long-Term Researcher Mobility

Short-Term Researcher Mobility

A qualifying researcher holding an appropriate permit from another EU Member State can potentially conduct part of their research in Bulgaria for up to 180 days within each 360-day period under the applicable mobility procedure.

Long-Term Researcher Mobility

Where the researcher intends to conduct part of the research in Bulgaria for more than 180 days, a Bulgarian long-term mobility residence permit can potentially be obtained.

Maximum Long-Term Mobility

The current Bulgarian framework allows qualifying long-term researcher mobility for more than 180 days but not more than 2 years.

Important

Researcher mobility does not mean unrestricted EU free movement. The applicant must satisfy the specific EU researcher mobility requirements.

After Completing the Research

Bulgaria provides an important post-research opportunity.

After completing the research project, a qualifying researcher can potentially remain for 9 months to seek employment and start employment, subject to the applicable procedure.

Employment Agency Registration

To use this post-research opportunity, the researcher must submit the required registration application to the Bulgarian Employment Agency within 7 business days after completing the research project.

The post-research period should not be marketed as an automatic nine-month extension without conditions. The applicable registration and immigration requirements must be satisfied.
