Researcher Residence – Portugal

Residence for International Researchers & Scientific Professionals

← Back to Portugal

Portugal provides a dedicated residence framework for qualifying third-country nationals who intend to carry out scientific research or related academic activity in Portugal.

The pathway is intended for international researchers admitted to collaborate with an officially recognised research centre or qualifying higher-education / scientific institution.

CETO Global Immigration Consulting & Partners assists researchers, universities and research organisations in assessing eligibility and coordinating the Portuguese immigration process together with qualified local professionals.

Who Can Qualify?

The pathway can potentially be relevant for:

  • Scientific Researchers
  • University Researchers
  • Postdoctoral Researchers
  • Research Fellows
  • Scientists
  • Academic Professionals
  • R&D Specialists
  • International Research Project Participants

Core Requirement

The applicant must generally be admitted to collaborate with a qualifying Portuguese RESEARCH CENTRE or a SCIENTIFIC / HIGHER-EDUCATION ORGANISATION.

The applicant can demonstrate the research relationship through documents such as an Employment Contract, Service Contract, Scientific Research Scholarship, or Hosting Agreement.

Crucially, the research pathway is not restricted only to ordinary employment contracts.

Researcher Residence Permit (Article 91-B)

The Portuguese Researcher Residence Permit is governed by the specific researcher framework under Article 91-B of the Portuguese immigration regime.

The residence application is handled through AIMA (Agência para a Integração, Migrações e Asilo).

Validity & Renewal

The Portuguese Researcher Residence Permit is generally valid for 2 years.

If the Hosting Agreement or research relationship lasts for less than 2 years, the residence permit can be issued for the shorter duration.

The permit is generally renewable for further periods of 2 years, subject to continued eligibility.

2-Year Initial Validity

Recognised Research Centre Advantages

Portugal provides specific advantages where the researcher is admitted to an officially recognised research centre. Researchers admitted to these centres can benefit from exemptions from certain general residence-document requirements.

Special exemptions can apply to the demonstration of financial means and Social Security registration evidence during the application stage.

  • Exemption from certain general document requirements
  • Financial means exemptions in qualifying cases
  • Social Security registration evidence exemptions
  • Streamlined procedure for recognised organisations

Legal Entry Without Prior Residence Visa

An important researcher-specific rule applies: where the researcher has entered Portugal legally, Portuguese law can allow Researcher Residence to be granted even without the ordinary prior residence visa, provided all other applicable requirements are satisfied.

This is a specific statutory exception for researchers and does not apply to ordinary employment or business cases.

Statutory Researcher Exception

Professional Activity & Teaching

A holder of Researcher Residence can perform the research activity that forms the basis of their residence.

Portuguese law also permits holders to carry out complementary subordinate or independent professional activity, making the permit more flexible than one restricted solely to laboratory work.

Researchers can also perform qualifying teaching activity where legally permitted and connected with their academic or professional role.

Comparing Pathways

Researcher Residence

Scientific Focus

Based specifically on qualifying research activity with an eligible host organisation under Article 91-B.

D3 / Highly Qualified Activity

Broader Pathway

Covers research, teaching, and highly qualified professional activity. Pathways may overlap but have different statutory bases.

EU Blue Card

Employment Focus

Based on highly qualified employment meeting specific contract, qualification, and salary requirements.

EU Researcher Mobility

Portugal participates in the European Researcher Mobility framework, allowing third-country nationals holding a Researcher Residence Permit from another EU Member State to conduct research in Portugal.

Short-term mobility rules apply for periods up to 180 days.

Where the research period in Portugal exceeds 180 days, the researcher must generally apply for a Portuguese Long-Term Researcher Mobility Residence Permit.

For long-term mobility, the Portuguese application must generally be filed within 30 days after entering Portugal.

Family Reunification

Researchers have specific Family Reunification rights. A holder of Portuguese Researcher Residence can apply for qualifying family members.

For researchers moving to Portugal under long-term EU mobility, the researcher application and the family reunification application can potentially be submitted simultaneously within the same procedure.

Examples

University Researcher

An international scientist admitted to collaborate with a recognised Portuguese university research centre via a hosting agreement.

Research Fellowship

A researcher receiving a qualifying scientific research scholarship, which forms the basis for their immigration status.

EU Mobility Case

A researcher holding a permit from another EU state who needs to conduct a 10-month research phase in Portugal and applies for long-term mobility.

Important Information

Do I always need a residence visa first?

Not necessarily. A researcher who entered Portugal legally can, in qualifying circumstances, benefit from a statutory visa exemption.

Can I work outside my research activity?

Yes, qualifying complementary subordinate or independent professional activity is permitted.

What happens if my research lasts less than two years?

The residence permit can be issued for the shorter duration of the Hosting Agreement.

Can this lead to Portuguese citizenship?

Qualifying lawful residence can contribute toward a future citizenship strategy, though citizenship remains a separate procedure.
