Employment Pathway for Guest Workers
Hungary provides a specific residence category for third-country nationals employed as guest workers by qualifying employers.
Under the rules currently in force as of June 2026, new applications for this residence permit are not currently available for any third-country nationals.
CETO Global Immigration Consulting & Partners monitors legislative changes and assists clients in identifying available alternative employment and residence pathways.
As of 6 June 2026, the Hungarian government has updated the regulations governing the Guest Worker Residence Permit.
Currently, there are no third countries whose nationals are designated as eligible to submit a new application for a Hungarian Residence Permit for Guest Workers under the applicable Government Decree.
Existing applications properly initiated before 5 June 2026, for which the procedural fees were paid, may continue to be processed according to the rules in force at the time of submission.

The pathway requires employment with either:
The Guest Worker Residence Permit was designed for qualifying third-country nationals performing paid employment in Hungary for specific categories of employers.
Under the Hungarian framework, preferential employers eligible to employ guest workers include:
Strategic Partners of the Hungarian Government.
Employers carrying out investments of outstanding significance for the Hungarian national economy.
Employers qualifying under the Outstanding Exporter Partnership Programme.
Qualified temporary work agencies registered under the applicable Hungarian regulations.
Third-country nationals who already hold a valid Guest Worker Residence Permit may potentially extend their existing permit or apply for reissuance under transitional rules.
Extension is generally only possible within a period not exceeding 3 years from the date of first issuance.
Existing holders who intend to change employers must undergo the appropriate extension procedure and satisfy specific immigration requirements.
Maximum 3-Year Total Duration
The Guest Worker Residence category is subject to significant restrictions compared to other Hungarian work permits:
This permit does not provide standard family reunification rights. Family members generally cannot obtain residence based on the holder's guest worker status, except in very specific cases such as children born in Hungary.
Holders cannot obtain a National Residence Card (permanent residence) on the basis of this residence category.
During the validity of the permit and after its expiry, the holder generally cannot submit an application in Hungary for another residence title. Immigration planning is critical for those wishing to remain long-term.
Depending on qualifications and employment, alternatives may include:
Although new Guest Worker applications are currently unavailable, Hungary continues to provide other immigration categories for international professionals and workers.
Currently, no. Since 6 June 2026, new applications cannot be submitted because no third countries are designated as eligible under the current Government Decree.
Not necessarily. The residence category exists in law, but new applications are unavailable because no eligible countries are currently designated. This may change with future legislation.
Existing permit holders may potentially extend or obtain reissuance under transitional rules, subject to the 3-year maximum duration limit.
Generally, no. This residence category does not provide standard rights for family reunification.
Yes. The restrictions affecting Guest Worker Residence do not automatically eliminate other categories like the Hungarian Card or EU Blue Card. Eligibility for these must be assessed separately.
We review the current legislative status and the applicant's nationality against the eligible countries list.
We verify if the prospective employer qualifies as a Preferential Employer or Qualified Agency.
If Guest Worker Residence is unavailable, we assess eligibility for the Hungarian Card, EU Blue Card, or standard Employment Residence.
We develop a long-term immigration strategy, considering the restrictions on changing residence titles in Hungary.
For eligible pathways, we coordinate the full application process with professional legal support.
