Employment
The person intends to work legally in Hungary. European citizens benefit from free access to the Hungarian labour market and do not normally need a work permit.

Freedom of Movement & Residence in Hungary
Citizens of the European Union, the European Economic Area and Switzerland benefit from freedom of movement rights and are subject to a different residence framework from ordinary third-country nationals.
Eligible EU / EEA / Swiss citizens can generally enter Hungary and may live, work, study or conduct business in Hungary subject to the applicable registration requirements.
CETO Global Immigration Consulting & Partners assists European citizens and their qualifying family members with Hungarian residence registration, relocation and related immigration procedures.
The Hungarian free-movement residence framework applies to qualifying citizens of European Union Member States, European Economic Area States, and Switzerland.
These individuals generally do not require an ordinary Hungarian work or residence permit in the same way as third-country nationals.
EU / EEA / Swiss citizens can generally enter Hungary with a valid National Identity Card or Passport.
For stays of up to 90 days within any 180-day period, registration of long-term residence is generally not required.
A stay exceeding 90 days triggers additional registration requirements under the Hungarian free-movement framework.

Registration Certificate Requirements
An EU / EEA / Swiss citizen intending to remain in Hungary for more than 90 days must generally register their residence and obtain a Registration Certificate.
The person intends to work legally in Hungary. European citizens benefit from free access to the Hungarian labour market and do not normally need a work permit.
The person intends to conduct qualifying self-employment, business, or entrepreneurial activities in Hungary.
A person who does not intend to work may reside in Hungary if they have sufficient resources so they do not become an unreasonable burden on the social assistance system.
Appropriate healthcare coverage is also required.
Students enrolled at qualifying educational institutions may register residence where applicable education, financial, and healthcare conditions are satisfied.
Relocation is substantially simpler for European workers as they generally do not need an EU Blue Card, Hungarian Card, or Residence for Employment.
For example, a German citizen receiving a job offer in Budapest can exercise free-movement rights and complete registration procedures rather than undergoing a full work permit application.
EU / EEA / Swiss citizens may also establish or conduct qualifying business activities, including company management, ownership, and professional services, subject to standard Hungarian company and tax regulations.
Free Access to the Labour Market
The applicant must demonstrate the legal basis for their residence in Hungary.
Following successful residence registration, the individual may also receive an Official Address Card (Lakcímkártya), which confirms their registered Hungarian address and is essential for various administrative procedures in Hungary.
Rights of EU and Third-Country National Family Members
Free-movement rights extend to qualifying family members, providing important residence possibilities even for those who are not EU citizens themselves.
A third-country national family member may obtain a Residence Card under the free-movement framework. This is often more favourable than the ordinary family reunification route for third-country nationals.
They may also have access to employment in Hungary under applicable rules.
EU / EEA / Swiss citizens and their qualifying family members who have resided legally and continuously in Hungary for 5 years may acquire a right of permanent residence.
A Permanent Residence Card can then be obtained to confirm this long-term status.
Continuity of residence is crucial; certain temporary absences are permitted, but longer absences may affect eligibility.
After 5 Years
